Service development assists services to better meet community needs by:

• Working with individuals, communities and service providers to agree priorities
• specifying the services to meet needs
• allocating resources and reviewing the effectiveness of services.

This might involve changing: the mix of services that are offered; the service models; service delivery methods; marketing strategies; or the relationships with other services.
